• Requires school boards in Article 34 districts to publish proposed special education policy changes on their websites at least 30-45 days before adoption and allow virtual public comments on those changes.

• Mandates that school districts provide parents with copies of all written materials that will be considered at IEP meetings no later than 3 school days before the meeting to ensure parents can participate as fully-informed team members.

• Requires local education agencies to make related service logs available to parents at annual IEP reviews and upon request, and to notify parents within 3 school days if required IEP services have not been administered within 10 school days.

• Establishes that school districts must utilize response to scientific research-based intervention or multi-tiered systems of support as part of the evaluation process for determining special education eligibility, with required parental involvement in the decision-making process.

• Requires Article 34 school districts to make their entire special education Procedural Manual and guidance documents publicly available in English and Spanish both in print and online.
