IL HB3589

Amends the Equitable Restrooms Act to require all single-occupancy restrooms in places of public accommodation and public buildings to be identified as all-gender and designated for use by no more than one person at a time or for family or assisted use.

Defines a single-occupancy restroom as a fully enclosed room with a locking mechanism controlled by the user, containing a sink, toilet stall, and no more than one urinal.

Requires single-occupancy restrooms to display exterior signage that marks them as restrooms without indicating any specific gender.

Authorizes health officers and health inspectors to inspect places of public accommodation and public buildings to ensure compliance with the all-gender restroom requirements.

Directs the Department of Public Health to adopt rules implementing the all-gender restroom provisions, effective January 1, 2020.
