IL HB3596

Requires county boards to notify newly elected countywide officials (including sheriff, State's Attorney, county clerk, recorder of deeds, and others) of the option to have the county auditor conduct a transitional audit at county expense.

Transitional audits examine funds expended by the predecessor official and determine whether those expenditures were consistent with the county board's financial allocations to that office.

Applies to all county officials elected in or after November 2016.

Prohibits home rule counties from regulating transitional audits in a manner inconsistent with this Section, limiting their home rule authority on this matter.
