Amends the Freedom of Information Act by adding Section 2.25 to define and regulate "member-based organizations"

Defines a member-based organization as any group, association, or organization that has government taxing bodies as members, lobbies on behalf of those governmental members, and receives a majority of its funding from those members

Classifies member-based organizations as public bodies under the Freedom of Information Act

Limits public records access to only those records relating to the organization's receipt of public funds or expenditures made in whole or in part with public funds
