Creates a pilot program for statewide youth-only deer hunting permits valid during a special 3-day youth hunting season, excluding counties closed to firearm deer hunting, with the program expiring January 1, 2023.

Establishes an Apprentice Hunter License Program allowing residents and non-residents to hunt with limited privileges without a valid hunting license for a $7 fee, valid until March 31 following issuance.

Permits apprentice hunters to hunt on private property under supervision of a licensed hunter age 21 or older, and on public property under supervision of a licensed hunter age 21 or older with a hunter education certificate.

Requires the Department to issue at least 20,000 non-resident archery deer hunting permits and establishes archery permit fees not to exceed $425 for non-residents as of 2007.

Updates gender-neutral language in deer hunting provisions and clarifies regulations on baiting, firearm restrictions, and the use of dogs to track wounded deer.
