• Creates a 20-member legislative grant committee appointed by House and Senate leadership to administer and award grants to public university students beginning in the 2020-2021 academic year.

• Authorizes 8 grants per representative district annually to residents enrolled or accepted at Illinois public universities who are U.S. citizens or eligible noncitizens.

• Exempts grant recipients from tuition and mandatory fees for up to one year of full-time enrollment, including summer terms, but excludes book rental, laboratory, service, and facility-related fees.

• Allows grant recipients to receive up to 8 semesters of assistance if they maintain eligibility and satisfactory academic progress as determined by their university.

• Provides that students previously charged tuition and fees can request reimbursement within 2 months of the academic term if awarded a grant.
