Amends the School Code to shift adult education reimbursement authority from the Illinois Community College Board to provisions under the Public Community College Act Section 2-12.5.

Creates new Section 2-12.5 of the Public Community College Act establishing State Board reimbursement standards for adult education providers serving individuals 16 years or older who are basic-skills deficient, lack secondary diplomas, or are English language learners.

Sets maximum reimbursement rate per credit hour at the community college system reimbursement rate for adult education divided by one-third, and allows programs to assess students up to $6.00 per credit hour (capped at $30.00 per semester) except those receiving public aid.

Redefines "Adult Education" in the Adult Education Act to focus on academic instruction and educational services enabling individuals to read, write, speak English, perform mathematics, obtain secondary diplomas, and transition to postsecondary education and employment.

Repeals the Adult Education Reporting Act and removes outdated reimbursement calculation methods tied to foundation levels and Consumer Price Index adjustments.
