Prohibits the Department of Professional Regulation from denying professional licenses, certificates, limited permits, or registrations based solely on citizenship status or immigration status.

Designates this provision as a State law within the meaning of federal immigration law (8 U.S.C. § 1621(d)) to preserve other licensing requirements unrelated to immigration status.

Clarifies that this section does not grant eligibility for public benefits beyond professional licenses issued by the Department.

Requires the Secretary of Financial and Professional Regulation, in consultation with the State Refugee Coordinator, to identify and examine methods to reduce unnecessary barriers to professional licensure for qualified immigrants from foreign countries.

Mandates submission of a report to the Governor and General Assembly by July 1, 2020, detailing findings and recommendations for legislative action.
