HB3643 - School Threat Prevention and Protection Act

• Requires school principals to immediately investigate any reported threat made by a student using specified credibility criteria: whether the threat is immediate or remote, constitutes a prediction or promise of harm, is plausible, how the threatened person reacted, and factors in the student's personal profile.

• Defines "threat" as a student's statement of possible destruction of school property or violence, death, or bodily harm directed at a person at school, school functions, or school events, in any form (oral, written, or electronic).

• Mandates principals report credible threats to local law enforcement agencies immediately, with the school district then taking disciplinary action against the student under existing disciplinary provisions.

• Requires principals to submit threat reports to the school board for review at the next regularly scheduled meeting regardless of credibility determination, with the report maintained in the student's school record.

• Directs the State Board of Education to compile all threat reports received from school districts and submit an annual report to the General Assembly summarizing reports from the prior school year.
