School districts and contracted school bus companies must equip Type I and Type II school buses manufactured after the bill's effective date with 3-point seat belts or federally approved restraint systems (49 CFR 571.222) in good operating condition for each passenger seat.

All newly manufactured Type I and Type II school buses operating in Illinois must also be equipped with a rooftop safety hatch.

The Department shall adopt rules governing standards for seat belts and belt anchorages.

Exempts school buses legally registered in another state with valid registration plates if not operated regularly in Illinois and used only for cultural, tourist, athletic, or similar activities for out-of-state students.

School districts and bus companies are not liable for passengers' failure to properly adjust or fasten seat belts or restraint systems.
