Amends Illinois School Code Section 10-22.24b to define school counseling services provided by school counselors or individuals with a Professional Educator License and school support personnel endorsement in school counseling.

Expands the list of permitted school counseling services from existing requirements to 54 specific services including comprehensive counseling programs, individual and group counseling, crisis intervention, and mental health support.

Adds new requirement that school counselors must discuss all post-secondary education options with students, including 4-year colleges or universities, community colleges, and vocational schools as part of college or post-secondary education planning.

Requires school counselors to complete biennial in-service training on domestic and sexual violence, expectant and parenting youth, anaphylactic reactions, educator ethics, mental illness warning signs, AIDS education, and State Board mandates on bullying and social-emotional literacy.

Recommends a student-counselor ratio of 250 to 1 and allows school counselors to spend at least 80% of work time in direct student contact, while permitting other qualified professionals to provide the listed counseling services.
