• Requires certificates of registration for servicepersons, service agencies, and special sealers to be renewed annually instead of on a multi-year basis.

• Beginning with the 2020 registration year, all registrants must pass a qualifying examination for each type of weighing or measuring device they intend to service and must retest every 5 years if registered annually and in good standing.

• Registrants with 5 or more years of continuous registration must have their required exams staggered: one-third in 2020, one-third in 2021, and one-third in 2022.

• Each serviceperson must be associated with a primary service agency, and each service agency must have at least one registered serviceperson to qualify for registration.

• Modifies "Placed in Service Reports" to include registration numbers for both the serviceperson and service agency, with submission to the Department in a manner the Department prescribes rather than by mail.
