Defines "assistance animal" as an emotional support or service animal that qualifies as a reasonable accommodation under the federal Fair Housing Act or Illinois Human Rights Act.

Allows housing providers to require reliable documentation of disability and disability-related need for an assistance animal only when the disability is not readily apparent or known to the provider.

Requires valid documentation to be in writing, made by someone with whom the individual has a therapeutic relationship, and describe the disability-related need for the animal.

Prohibits housing providers from charging pet deposits, pet fees, pet assessments, or requiring special liability insurance for assistance animals, though residents remain liable for actual damage beyond normal wear and tear.

Grants housing providers immunity from liability for injuries caused by assistance animals permitted as reasonable accommodations under federal and state disability rights laws.
