Corrects the spelling of "intrusted" to "entrusted" in Township Code Section 70-5 regarding supervisor bonds.

Removes the requirement for temporary appointees under Section 60-10 to provide bonds when performing clerical functions of a supervisor.

Renumbers Section 7-27 to Section 70-27 and expands attestation requirements to allow township boards to adopt rules for clerk attestation of supervisor fund payouts, including provisions for temporary clerk unavailability, payroll processing, and various payment methods.

Exempts emergency financial assistance payouts authorized under Section 6-10 of the Illinois Public Aid Code from requiring township clerk attestation.

Adds provisions to the Illinois Highway Code allowing townships in counties with less than 3,000,000 inhabitants to abolish road districts by referendum, with the township board assuming all road district powers, duties, and taxing authority upon abolition.
