Department of Children and Family Services shall establish and implement a 3-year pilot program rewarding youth in congregate care with cash incentives based on letter grades: $50 for each A, $35 for each B, and $15 for each C received on school report cards.

Department shall establish a second 3-year pilot program rewarding youth in congregate care for increases in cumulative grade point average, with rewards of $50 for the highest increase, $35 for the second highest, and $15 for the third highest as determined by departmental rule.

Both pilot programs must be implemented by January 1, 2020 and shall terminate on January 1, 2023.

Department must track a sample of youth receiving monetary rewards and submit findings to the Governor and General Assembly by December 1, 2022.
