Provides $54,000,000 from Motor Fuel Tax Fund for reimbursement to International Fuel Tax Agreement Member States ($32,000,000) and refunds ($22,000,000)

Appropriates funds for county administrative salaries including state's attorneys ($14,478,100), public defenders ($7,351,200), assessors ($3,369,300), and other county officials totaling $28,171,100 from Personal Property Tax Replacement Fund

Allocates $80,000,000 from Illinois Affordable Housing Trust Fund for down payment assistance, rental subsidies, and affordable housing development administered by Illinois Housing Development Authority
