Appropriates $1.353 billion total to the Department of Commerce and Economic Opportunity for fiscal year 2020, comprising $27.4 million in General Funds, $304.8 million in Other State Funds, and $1.021 billion in Federal Funds

Allocates $300 million from Federal Workforce Training Fund for workforce innovation, opportunity, and training programs including refunds and prior year costs

Provides $165 million from Supplemental Low-Income Energy Assistance Fund and $330 million from Low Income Home Energy Assistance Block Grant Fund for energy assistance programs

Establishes funding for tourism promotion ($30.7 million), including international tourism, convention center grants, and domestic/international marketing

Takes effect July 1, 2019
