Appropriates $6,879,082,600 total ($2,083,979,700 from General Revenue Fund and $4,795,102,900 from Other State Funds) to the Department of Central Management Services for fiscal year beginning July 1, 2019.

Article 1 allocates $46,577,900 from General Revenue Fund for ordinary and contingent expenses, including $1,445,300 for civil litigation claims, $1,360,300 for auto liability claims, $5,000,000 for Upward Mobility Program, and $47,000,000 for professional services.

Provides $118,516,200 from Workers' Compensation Revolving Fund for administrative costs and employee claims, $1,600,000 from Deferred Compensation Plan Fund, and $286,602,300 from Facilities Management Revolving Fund.

Article 2 appropriates $4,000,000,000 for state employee group insurance including $2,027,981,200 from General Revenue Fund, $161,533,300 from Road Fund, $105,452,100 for life insurance, and $3,932,728,700 from Health Insurance Reserve Fund.

Act takes effect July 1, 2019; permits Department to reapportion up to 1% of Facilities Management and Health Insurance Reserve Fund appropriations with Governor's written consent.
