Appropriates $117,463,300 total to the Illinois Department of Agriculture for fiscal year beginning July 1, 2019, funded from General Revenue ($16,927,100), Other State Funds ($86,820,700), and Federal Funds ($13,715,500)

Establishes funding for core departmental operations including administrative services, computer services, agriculture regulation, animal industries, meat and poultry inspection, and weights and measures

Allocates $10,950,000 from Agricultural Premium Fund for food safety initiatives, cooperative extension services, and facilities management

Funds state fair operations at Springfield ($6,662,000) and Du Quoin ($1,039,800) plus county fairs ($4,742,700) and horse racing programs across three breed registries ($669,700 combined)

Appropriates funds for medicinal plants programs including $2,610,200 for Compassionate Use of Medical Cannabis Pilot Program and $500,000 for Industrial Hemp Act implementation
