Appropriates $17,213,360,747 total for the Illinois State Board of Education and teacher retirement contributions for fiscal year 2019-2020, comprised of $13,517,053,747 in General Funds, $73,703,700 in Other State Funds, and $3,622,603,300 in Federal Funds.

Provides $6,610,163,100 for Evidence-Based Funding distributed across multiple funds including the Common School Fund, Education Assistance Fund, General Revenue Fund, and Fund for the Advancement of Education.

Allocates $976,897,500 for special education services including disabled student transportation ($387,682,600), disabled student tuition ($152,320,000), and alternative education programs.

Appropriates $4,237,077,696 from the Common School Fund to the Teachers' Retirement System for the state's contribution, plus additional funds for teacher health insurance ($138,701,551) and Chicago teacher pension contributions ($257,349,000).

Sets aside federal funds totaling $2,470,900,000 for Title I-V education programs, special education/IDEA ($754,000,000), child nutrition ($1,062,500,000), and vocational education grants, effective July 1, 2019.
