Appropriates $553,020,400 to the Illinois Emergency Management Agency (IEMA) for fiscal year beginning July 1, 2019, comprised of $7,025,500 in General Funds, $49,144,100 in Other State Funds, and $496,850,800 in Federal Funds.

Allocates funding for management and administrative support from the Nuclear Safety Emergency Preparedness Fund ($7,669,800) and Radiation Protection Fund ($2,368,700), including personal services, employee retirement contributions, and operational expenses.

Appropriates $12,000,000 from the Disaster Response and Recovery Fund for current and prior year disaster response and recovery expenses.

Provides $127,000,000 from the Federal Aid Disaster Fund for federal disaster declarations and hazard mitigation assistance, plus $30,000,000 from the Nuclear Civil Protection Planning Fund for federal projects and mitigation assistance.

Authorizes $313,208,000 from the Homeland Security Emergency Preparedness Trust Fund for terrorism preparedness and training costs statewide and in the Chicago Urban Area, effective July 1, 2019.
