Makes appropriations for the Illinois Criminal Justice Information Authority for fiscal year beginning July 1, 2019, totaling $181,129,100 across General Funds ($29,337,300), Other State Funds ($12,091,800), and Federal Funds ($139,700,000).

Appropriates $2,762,700 from General Revenue Fund for agency operations including personal services, contractual services, electronic data processing, and telecommunications.

Appropriates $130,000,000 from Criminal Justice Trust Fund for awards and grants to local units of government, state agencies, and non-profit organizations.

Appropriates funding for specific violence prevention programs including $9,541,300 for Community-Based Violence Prevention Programs, $1,200,000 for Safe From the Start Program, and $525,000 for Illinois Family Violence Coordinating Council Program.

Appropriates $5,805,000 from Death Penalty Abolition Fund for law enforcement training and services to families of homicide victims, and $6,094,300 for Metropolitan Family Services street intervention programming.
