Appropriates $115,151,200 from General Revenue Fund and $13,000,000 from other state funds to the Department of Juvenile Justice for fiscal year ending June 30, 2020, totaling $128,151,200

Funds operations across five Illinois Youth Centers (Chicago, Harrisburg, Pere Marquette, St. Charles, and Warrenville) including personal services, contractual services, commodities, and equipment

Allocates resources to General Office, School District, and Aftercare Services divisions for administrative and youth support functions

Includes $1,000,000 for repairs and maintenance, $268,500 for youth rights investigations and policy evaluation, $75,000 for behavior intervention programs, and $500,000 for shared services

Takes effect July 1, 2019 and requires Governor approval before entering contracts for repairs and capital improvements
