Department of State Police required to establish and maintain a voluntary database of persons diagnosed with communication disabilities or disabilities that can impair communication, accessible to law enforcement through LEADS (Law Enforcement Agencies Data System)

Adults 18 and older with qualifying disabilities may self-register; parents or guardians may register minor children or wards by submitting a verification form developed by the Department of Human Services

Verification form must include the registrant's name, ID numbers (driver's license or state ID), license plate numbers of vehicles owned or regularly occupied, and certification from a physician, psychiatrist, or clinical psychologist confirming the diagnosis

Database information is exempt from the Freedom of Information Act and not subject to public inspection or copying

Registered individuals or their parents/guardians may request removal from the database at any time by submitting a form to the Department of State Police, which must immediately process the removal
