Amends the School Construction Law to establish tiered local matching fund requirements for early childhood construction grants based on school district funding tier under the evidence-based funding formula.

Tier 1 districts must provide 3% local match, Tier 2 districts must provide 7.5% match, Tier 3 districts must provide 8.75% match, and Tier 4 districts must provide 10% match of the awarded grant amount.

Requires the Capital Development Board to adopt rules specifying grant application procedures, project eligibility, use restrictions, accounting requirements, and standards for prioritizing projects in underserved communities.

Mandates that when grants are awarded to non-profit corporations for new facilities, the state retains title or places a lien for 10 years, with recovery procedures if non-profits fail to comply with grant terms.

Reserves 20% of total early childhood construction grant awards for school districts with populations exceeding 500,000 that meet all grant requirements.
