Amends the Illinois Enterprise Zone Act to remove protections for new wind power facilities and Wind Energy Businesses from losing their High Impact Business designation due to Prevailing Wage Act violations

Repeals language that limited penalties for wind energy businesses' Prevailing Wage Act non-compliance to only those penalties specified in the Prevailing Wage Act itself

Allows the Department of Commerce and Economic Opportunity to revoke High Impact Business designations from wind power facilities that fail to comply with Prevailing Wage Act requirements

Applies to businesses designated under subdivision (a)(3)(E) of Section 5.5, which covers new wind power facilities with wind energy devices of at least 0.5 megawatts nameplate capacity

Takes effect immediately upon becoming law
