Prohibits ethylene oxide sterilization sources in densely populated locations from conducting sterilization operations effective January 1, 2021, and limits remote location sources to 30 pounds annually.

Requires non-critical access hospitals to cease ethylene oxide sterilization operations by January 1, 2022, and critical access hospitals by January 1, 2023.

Mandates ethylene oxide emissions sources to submit emissions monitoring plans within 90 days, conduct continuous emissions monitoring, and report annually to the Illinois Environmental Protection Agency.

Establishes a maximum cumulative emissions limit of 35 pounds annually from all ethylene oxide sources within 3.5 miles in densely populated locations beginning January 1, 2022, prioritizing medical service providers when allocating emissions permits.

Requires the Agency to conduct a comprehensive review of ethylene oxide use and emissions statewide and submit findings and recommendations to the General Assembly by June 30, 2021.
