Repeals Section 11-208.6 of the Illinois Vehicle Code, eliminating authority for municipalities to use automated red light camera enforcement systems that photograph vehicles failing to stop at traffic control signals.

Prohibits all local governments, including home rule units, from enacting or enforcing ordinances that use automated traffic law enforcement systems to enforce red light violations (Section 11-306), with explicit denial of home rule powers.

Imposes strict limits on automated speed enforcement systems by restricting them to safety zones within one-eighth mile of schools or parks, with specific operational hours and only for municipalities with populations of 1,000,000 or more.

Establishes that regulation of automated speed enforcement systems is an exclusive power and function of the State, denying home rule units the ability to expand or modify such systems beyond state-authorized parameters.

Amends the State Mandates Act to exempt implementation costs from state reimbursement requirements.
