IL HB3920

Amends the Consumer Fraud and Deceptive Business Practices Act by adding Section 2WWW to prohibit sending unsolicited checks to consumers that obligate repayment of the check amount plus interest and fees upon cashing.

Exempts transactions where a consumer has previously submitted a credit application or requested a credit extension from the sender before receiving the check.

Exempts transactions where the consumer has an existing relationship with the person sending the check.

Classifies violations as unlawful practices under the Consumer Fraud and Deceptive Business Practices Act.
