Repeals the Section of the Illinois Vehicle Code authorizing automated traffic law enforcement systems (red light cameras) that photograph or video record vehicles failing to stop at red lights

Prohibits local governments, including home rule units, from enacting or enforcing ordinances using automated traffic law enforcement systems to enforce red light violations under Section 11-306

Limits automated speed enforcement systems to municipalities with populations of 1,000,000 or more (Chicago), restricting their use to designated safety zones near schools and parks

Makes conforming changes throughout the Vehicle Code to remove references to the repealed red light camera provisions (Section 11-208.6)

Amends the State Mandates Act to exempt the State from reimbursing local governments for implementing these changes
