HB3928 Summary

• Amends the Critical Health Problems and Comprehensive Health Education Act to add instruction on e-cigarettes and other vapor devices as part of tobacco education in Illinois elementary and secondary schools.

• Requires mental health and illness instruction to evaluate multiple dimensions of health by reviewing the relationship between physical and mental health to enhance student understanding and promote well-being and human dignity.

• Maintains existing comprehensive health education requirements including human growth and development, family life education with sexual abstinence emphasis, AIDS prevention (grades 6-12), sexual abuse and assault awareness (pre-K through 12), and substance abuse instruction (grades 5-12).

• Preserves parental opt-out provisions allowing parents or guardians to submit written objection to prevent their child from participating in AIDS, family life, cardiopulmonary resuscitation, or automated external defibrillator training without penalty.

• Effective upon becoming law (Public Act 101-305, effective January 1, 2020).
