Makes the student member of Community College District No. 536's Board of Trustees a voting member instead of nonvoting, with voting rights on all board matters except faculty tenure, faculty promotion, and direct conflicts of interest.

Permits boards of any other community college district to elect to allow their student member to be a voting member with the same voting restrictions as District No. 536.

Allows voting student members to vote on employment and compensation matters involving the college president and election of officers, and clarifies they do not have a direct conflict of interest on these matters.

Specifies that a voting student member excluded from voting on a particular measure shall not count toward establishing a quorum for that measure.

Prohibits any board member who voted to terminate or not renew a community college president's employment contract from being selected as president for one year following the vote.
