Amends the School Code to permit student instruction via electronic learning (e-learning) on days when a school building is selected as a polling place under the Election Code.

School boards may adopt research-based e-learning programs allowing students to receive instruction electronically while not physically present, either for emergency days or when their school serves as a polling location.

E-learning programs must be verified by regional offices of education or intermediate service centers by September 1st annually to ensure access for all students, including special education students and English learners.

Programs must ensure at least 5 clock hours of instruction per student, provide technology access for all students, offer non-electronic alternatives for students without technology access, and communicate expectations to teachers and staff at least 30 days prior to implementation.

School boards must hold a public hearing with at least 10 days' notice before adopting or renewing an e-learning program, with notice provided to newspapers, parents/guardians, and collective bargaining representatives; approval is granted for 3-year terms.
