Exempts retail customers of electric utilities serving more than 3,000,000 customers in Illinois (ComEd) from paying charges associated with the purchase of zero emission credits from nuclear power plants

Removes the requirement for these large-utility customers to pay the cents-per-kilowatthour charge that recovers costs of zero emission credit procurement under the Illinois Power Agency Act

Eliminates the annual rate impact calculation and reduction provisions for large industrial customers that would otherwise limit zero emission credit charges to 1.3% of average electricity costs

Takes effect immediately upon becoming law
