HB3991 Summary

• Requires all public universities in Illinois (University of Illinois, Southern Illinois University, Chicago State University, Eastern Illinois University, Governors State University, Illinois State University, Northeastern Illinois University, and Northern Illinois University) to provide tampons and sanitary napkins at no cost to students in bathrooms of facilities they own, lease, or control that are used for student instruction or administrative purposes.

• Requires all community college district boards to make feminine hygiene products available at no cost to students in the same types of facilities.

• Defines "feminine hygiene products" as tampons and sanitary napkins for use in connection with the menstrual cycle.

• Takes effect immediately upon becoming law.
