IL HB3996

Amends the Barber, Cosmetology, Esthetics, Hair Braiding, and Nail Technology Act of 1985 to modify continuing education requirements for cosmetologists.

Exempts cosmetologists who are 70 years of age or older and have held a license for at least 25 years from the continuing education requirement.

Maintains existing continuing education requirements of 14 hours for cosmetologists and 24 hours for cosmetology teachers or clinic teachers within 2 years prior to license renewal.

Preserves existing provisions allowing the Department to waive continuing education enforcement for licensees in areas with limited educational opportunities, those with financial hardship, military service members, or those incapacitated by illness.
