Creates the School District Efficiency Commission with 20 voting members representing educators, administrators, school boards, parents, and various school district types to study school district organization.

Commission must make recommendations by May 1, 2022 on the optimal number of school districts, ideal enrollment sizes, and where district reorganization would be beneficial, with focus on reducing administrative duplication and property tax burden.

Commission must propose reducing total school districts statewide by at least 25% through reorganization into unit districts, with specific ballot propositions for designated districts at the next general election.

If adopted by at least 11 Commission members, recommendations go to ballot without the financial incentives otherwise required under Section 11E-135, allowing reorganizations without state cost-sharing.

Commission is dissolved the day after filing its report and the section is repealed February 1, 2023.
