Mandates instruction must emphasize abstinence as the only 100% effective protection against pregnancy and sexually transmitted diseases, while also covering contraception methods.

Requires curriculum to include discussion of consent with specific components: that consent is freely given, specific to each activity, cannot be given under coercion or incapacity, and can be withdrawn at any time.

Adds new requirement for age-appropriate instruction on sexting, including consequences of sharing sexually explicit content, bullying risks, legal implications, internet safety, and identification of school and community resources for assistance.

Allows parents or guardians to opt their children out of comprehensive sex education by written objection, and establishes that refusal to participate cannot result in suspension or expulsion.
