IL HB4013

Amends the Illinois School Code to prohibit public schools with limited open forums from denying equal access or discriminating against students based on religious, political, philosophical, or other content of speech in meetings or extracurricular student groups.

Defines "access" to include physical meeting space, school newspaper announcements, bulletin board postings, and public address system announcements for student meetings and groups.

Requires schools to provide fair opportunities by ensuring participation is voluntary and student-initiated, with no school sponsorship, school employees present only in nonparticipatory capacity at religious meetings, and no interference with educational activities.

Permits extracurricular student groups to be student-initiated or teacher-initiated; prohibits additional compensation for teachers sponsoring groups but allows groups to accept grants or donations from nonprofit organizations.

Takes effect July 31, 2020.
