Prohibits operating a motor vehicle with reflective material, nonreflective material, or tinted film on windshields, side windows adjacent to driver, or rear windows unless the driver has a physician-documented light sensitivity from traumatic brain injury.

Allows specific tinting on side windows adjacent to driver under certain conditions: at least 50% light transmittance if rear windows untreated, or at least 35% light transmittance if rear windows treated to 35% or more, with 5% variance tolerance.

Exempts vehicles with distinctive medical license plates for conditions like lupus, disseminated superficial actinic porokeratosis, or albinism, provided owner carries physician certification renewed every 4 years.

Prohibits window tinting installation without physician certification; installers must obtain and keep copies of medical documentation before installing treatment.

Establishes penalties: $50-$500 fine for first violation, Class C misdemeanor with $100-$500 fine for second or subsequent violations, and court order to bring windows into compliance.
