Amends the Medical Assistance Article of the Illinois Public Aid Code by adding Section 5-5.6c

Exempts facilities licensed under the Specialized Mental Health Rehabilitation Act of 2013 from managed care reimbursement methodologies

Requires covered services provided by specialized mental health rehabilitation facilities to be reimbursed at Illinois Medicaid fee-for-service rates instead of managed care rates

Cites legislative finding that specialized mental health rehabilitation facilities and their Medicaid-eligible residents are threatened by high claim denial rates from managed care organizations
