Creates the Higher Education Fair Admissions Act to make standardized college admissions test scores optional for public institutions of higher education in Illinois.

Prohibits public universities and community colleges from requiring applicants to submit ACT, SAT, or other standardized college admissions test scores as part of undergraduate admissions.

Allows applicants to voluntarily submit standardized test scores if they choose to do so.

Applies to all public institutions of higher education in Illinois, including the University of Illinois, Southern Illinois University, all state universities, and public community colleges.

Authorizes the Board of Higher Education to adopt rules necessary to implement the act, with effective date upon becoming law.
