Amends deed restriction standards for solar energy systems to allow location determination based on a maximum 5% reduction in production or productivity, replacing the previous requirement of south-facing orientation or within 45 degrees east or west of due south.

Defines "production" as expected annual electrical production of the solar energy system and "productivity" as production divided by system capacity.

Reduces the timeframe for homeowners' associations to adopt an energy policy statement from 120 days to 60 days after receiving a request or application from a member.

Reduces the application processing timeframe for solar energy system approval from 90 days to 60 days from submission of the application.

Removes the provision that delayed the 90-day processing period until after an energy policy statement was adopted if an application was submitted before adoption.
