Reduces the trailer flat weight tax for maximum loads of 3,000 lbs or less from $118 to $18 per fiscal year under Illinois Vehicle Code Section 3-819(b).

Applies to all trailer owners (except those with apportionable trailers) registering trailers for use on public highways in Illinois.

Maintains all other trailer weight tax rates unchanged, including $154 for 5,000 lbs loads, $158 for 8,000 lbs loads, and higher amounts for heavier trailers.

Specifies that $1 of collected fees goes to the Secretary of State Special Services Fund and $99 of additional fees goes to the Road Fund.

Takes effect immediately upon enactment.
