School districts must (changed from "may") appoint at least one DCFS liaison by the 2021-2022 school year to facilitate enrollment and record transfers for students in DCFS legal custody

DCFS liaisons must notify the Department's Office of Education and Transition Services about parent-teacher conferences and other meetings concerning DCFS students, and must allow the student's caseworker to attend if they choose

Schools must provide DCFS's Office of Education and Transition Services with copies of academic progress reports, health records, parent-teacher conference notices, and school calendars for students in DCFS custody

DCFS's Office of Education and Transition Services gains the right to inspect and copy school student records, receive notice before records are destroyed, and receive copies of multidisciplinary conference reports for special education evaluations

Students in DCFS custody must have the Department's Office of Education and Transition Services notified before enrollment in alternative learning opportunities programs and receive written notice of proposed special education placement changes
