• Defines "professional breeder" as entities with more than 5 breeding female dogs required to be licensed under federal Animal Welfare Act that sell offspring for compensation.

• Prohibits pet shops and dog dealers from obtaining dogs or cats from breeders that are unlicensed, have direct/critical violations, or received multiple non-compliant citations within 2 years from USDA inspections.

• Requires pet shops and dog dealers to submit records attesting dogs are not from puppy mills and to establish standards for primary enclosures, breeding practices, veterinary care, socialization, retirement, and recordkeeping.

• Mandates animal shelters obtain documentation that dogs and cats from other shelters were not obtained through compensation to breeders, dealers, or brokers; prohibits shelters from sourcing animals except through owner surrender, animal control transfer, law enforcement orders, or compliant shelters.

• Increases licensing fees: original individual license from $350 to $500; annual renewal from $100 to $250; branch office license from $100 to $250.
