IL HB4121

Expands township discontinuance eligibility to all townships within coterminous or substantially coterminous municipalities, removing previous restrictions based on county population (3 million or more), municipal governance structure, and territory size (7 square miles or more).

Allows township discontinuance through adoption of an ordinance by either the township board or city council, or upon petition of at least 10% of registered voters, followed by voter referendum.

Requires petition signatures to be collected within 90 days of the filing deadline, with circulators providing attestation of circulation dates.

Transfers all township rights, powers, duties, assets, property, liabilities, obligations, and responsibilities to the coterminous municipality upon voter approval.

Repeals Article 28 of the Township Code regarding discontinuance of specified townships in St. Clair County and takes effect immediately.
