Establishes the Local Working Animal Protection Act, guaranteeing the right to utilize working animals for their benefit and welfare and for those they serve.

Prohibits local governments, including home rule units, from enacting ordinances that ban, effectively ban, or create undue financial hardship for working animals in commerce, service, legal hunting, agriculture, husbandry, transportation, ranching, entertainment, education, or exhibition.

Defines "working animal" as a non-human animal used to perform a specific duty or function in commerce or animal enterprise, including human service, transportation, education, competition, or exhibition.

Does not alter state law or rules regulating animal care, public health, or public safety, and allows local governments to establish ordinances regarding these subjects.

Limits home rule powers by declaring this Act a constitutional limitation on home rule units and stating that this Act controls over any conflicting local ordinances or rules.
