Requires all Illinois Workers' Compensation Commissioners appointed after the effective date to be licensed attorneys authorized to practice law by the Illinois Supreme Court and maintain that authorization throughout their term

Sets Commissioner salaries at 70% of a First Judicial District Circuit Court Judge's salary, with the Chairman receiving 5% more than other Commissioners

Changes arbitrator performance reviews from annual to every other year, with the Chairman having discretion to conduct more frequent reviews

Gives the Chairman discretion to assign arbitrators by county, removing the previous restriction that prevented arbitrators from hearing cases in any non-Cook County location for more than 2 years per 3-year term

Removes alternative qualification pathways for Commissioners (prior arbitrator experience or labor relations experience), now requiring only law licensure for all new appointees
