Amends the Illinois Public Aid Code to establish minimum reimbursement rates for targeted dental services provided to adults and children under the Medical Assistance Program, effective July 1, 2020.

Requires targeted dental services to be paid at rates no less than those established under the State of Illinois Dental Benefit Schedule, including 21 specified dental procedure codes (D0120, D0150, D0220, D0230, D0272, D1110, D1120, D1206, D1351, D2140, D2150, D2160, D2161, D2330, D2331, D2332, D2335, D2391, D2392, D2393, D2394, D2751, D2930, D2931, D2950, D5110, D5120, D5211, D5212, D5213, D5214, D7140, D7210, D7220).

Sets specific reimbursement rates for anesthesia-related services: D9230 (Nitrous Oxide) at $70.00, D9248 (Non-intravenous conscious sedation) at $150.00, D9239 (Intravenous moderate sedation, first 15 minutes) at $181.00, D9243 (each additional 15 minutes) at $181.00, D9222 (Deep sedation, first 15 minutes) at $214.00, and D9223 (Deep sedation, each additional 15 minutes) at $214.00.

Allows dentists volunteering at no cost through enrolled not-for-profit health clinics to render services without personally enrolling as participating providers, subject to federal approval and Department rules.
